Removes the provision allowing landowners to designate up to 15% of their property as urban, rural, or conservation district regardless of agricultural suitability.

Eliminates the restriction preventing the Land Use Commission from designating additional lands as important agricultural lands when a majority of a landowner's holdings are already so designated.

Requires that land reclassified to urban, rural, or conservation districts must be within the same county as land designated as important agricultural lands and must be consistent with county planning documents.

Aligns land use law with Article XI, Section 3 of the Hawaii State Constitution, which mandates conservation and protection of agricultural lands.
