Establishes a homeless job training program managed by the Department of Labor and Industrial Relations that provides education, vocational training, work experience, employability training, life-skills training, and residential support services.

Program may include on-site housing, private sector hiring incentives with partial wage payments from the State, and opportunities for participants to earn wages through public projects such as parks cleanup, landscaping, and janitorial services.

Requires participant wages to be deposited in a trust account, with accumulated funds at program completion used for first month's rent, last month's rent, and security deposit for permanent housing.

Directs the Department of Labor and Industrial Relations to seek available federal funds intended for the homeless or other applicable funding sources for the program.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013, effective July 1, 2011.
