• Allows independent gasoline dealers to participate in cooperative purchasing agreements with other gasoline dealers to collectively purchase gasoline and obtain volume discounts.

• Cooperative purchasing agreements may include joint or multi-party contracts between gasoline dealers for the purpose of lowering costs for dealers and consumers.

• Specifies that cooperative purchasing agreements complying with this section are not in restraint of trade and shall not be deemed illegal monopolies, price-fixing conspiracies, or attempts to lessen competition.

• Takes effect on July 1, 2030.
