Requires the University of Hawaii to submit annual reports to the Director of Finance by August 30 each year documenting undergraduate students who have completed sufficient credits to graduate but have not yet graduated.

Requires reporting of undergraduate students who have not declared a major and have completed more than a specified number of credits, along with the additional costs attributable to each group.

Authorizes the Director of Finance to assess the University of Hawaii system for additional costs to the State directly attributable to students exceeding credit requirements for graduation.

Requires the University of Hawaii to transfer the assessed amount to the State's general fund within 30 days of receiving notice, with funds to come from the University's special or appropriated funds.

Becomes effective on July 1, 2030.
