Requires all new lighting fixtures installed on public highways to be full-cutoff or semi-cutoff fixtures effective January 1, 2012, to minimize glare and light pollution.

Exempts lighting fixtures that were planned and approved by appropriate government authorities or legally installed prior to January 1, 2012.

Mandates that inoperable exempt fixtures be replaced with full-cutoff or semi-cutoff fixtures meeting Illuminating Engineering Society of North America illumination and uniformity standards.

Defines "full-cutoff" as fixtures projecting all light below the horizontal plane of the lowest point, and "semi-cutoff" as fixtures projecting at least 90 percent of light below that plane.

Allows non-complying fixtures if appropriate full-cutoff or semi-cutoff fixtures are unavailable for existing light pole spacing, provided they meet illumination and uniformity design criteria.
