Requires the Department of Agriculture to provide water to Molokai irrigation system users who lease Hawaiian home lands at a reduced rate of at least ___ percent but not more than ___ percent of the standard rate from July 1, 2011, to June 30, 2013.

Authorizes the Department of Agriculture to forgive all past due amounts owed by Hawaiian homestead lessees on Molokai for irrigation water as of the Act's effective date.

Appropriates an unspecified amount from general revenues for fiscal years 2011-2012 and 2012-2013 to cover operational costs of the Molokai irrigation system.

Aims to fulfill Hawaiian Homes Commission Act objectives by providing affordable water access to native Hawaiian homesteaders and promoting agricultural self-sufficiency on Hawaiian home lands.

Effective date is July 1, 2030.
