Requires persons or entities providing commercial excursions using state boating facilities to ensure crew members qualified in emergency care accompany all fare-paying passengers while ashore in counties with populations of 200,000 or less.

Applies when passengers are disembarked with the expectation they will visit and participate in recreational activities on state property adjacent to quasi-public property.

Defines "quasi-public property" as a beach park transferred from private entity to county in perpetuity for park and recreational purposes, which may be adjacent to a marine life conservation district.

Crew members must provide active supervision and direction of passengers at all times during the excursion while ashore.
