Creates a full-time cultural monitor position within the department of public safety, exempt from civil service requirements under chapters 76 and 89 of Hawaii Revised Statutes.

Assigns the cultural monitor to advise the division of corrections on enforcement of religious and cultural practice rights for prisoners and detainees held in privately-owned out-of-state detention facilities contracted by Hawaii.

Directs the state auditor to conduct an audit of the department of public safety's out-of-state prison bed and service contracts, focusing on protection of constitutional rights of Native Hawaiian inmates regarding religion and culture.

Requires the auditor to report audit findings and recommendations to the legislature no later than twenty days before the 2012 regular legislative session convenes.

Takes effect upon approval.
