Office of Hawaiian Affairs shall develop and implement a pilot program to establish kanaka villages on every island for homeless native Hawaiians.

Kanaka villages are defined as communities where native Hawaiians who are homeless may live in tents and subsist off the land using traditional Hawaiian methods of sustainability.

Office of Hawaiian Affairs must collaborate with the Department of Hawaiian Home Lands and Hawaii Public Housing Authority to develop and implement the program and designate areas for village establishment.

Kanaka villages shall be established on Hawaiian home lands.

Office of Hawaiian Affairs must report to the legislature no later than twenty days prior to the 2012 regular session on actions taken, including pertinent information, recommendations, and proposed legislation.
