Requires the Department of Public Safety to develop performance indicators measuring progress toward goals including reducing recidivism rates, decreasing prisoner assaults on staff, reducing staff turnover, and improving departmental efficiencies.

Mandates the Department submit performance reports to the legislature within 30 days after April, August, and December each year, beginning with the period ending August 31, 2011.

Specifies key performance indicators to track in reports, including GED/diploma completions, reentry plan filings, drug test failure rates, drug treatment program completions, restorative circle participation, minimum sentence reduction applications, and parole revocation hearing results.

Requires the Department to post all reports electronically on its website in a timely manner.

Implements the Community Safety Act (Act 8) by adding outcome-based performance metrics to existing annual reporting requirements on the comprehensive offender reentry system.
