Appropriates $4,000,000 in general obligation bonds for fiscal year 2011-2012 to design and construct a second film stage on Oahu.

Appropriates $245,000 from general revenues for fiscal year 2011-2012 to establish five full-time equivalent positions in the creative industries division, including a branch manager, economic development specialists, and secretarial staff.

Appropriates $600,000 from general revenues for fiscal year 2011-2012 for creative industries division operations, including $150,000 for studio repairs, $300,000 for arts and film programs, and $150,000 for digital media production center Phase II.

Appropriates $850,000 from general revenues for fiscal year 2011-2012 for deposit into the Hawaii television and film development special fund, with the same amount authorized for expenditure by the Hawaii television and film development board.

Takes effect on July 1, 2011.
