Authorizes the Department of Defense to inspect shipping containers at commercial harbors to detect and confiscate materials constituting threats to security, including explosives (but excluding regulated fireworks).

Authorizes the Department of Transportation to inspect shipping containers at commercial harbors for the same security purposes.

Designates the Department of Defense as the lead state agency to coordinate container inspections and permits collaboration with federal agencies and other state and county agencies.

Provisions supersede any labor work rules or contracts that conflict with the inspection authority granted by this act.

Takes effect upon approval.
