Establishes a permanent weed and seed program within the Department of Labor and Industrial Relations to reduce crime and improve quality of life in targeted neighborhoods.

Weed and seed is a multi-agency collaborative strategy involving law enforcement, social services, businesses, nonprofits, and residents focused on four key elements: law enforcement, community policing, prevention/intervention/treatment programs, and neighborhood restoration.

Program shall create community-based activities and services to reduce crime and drug use, engage community members in economic and social well-being, and model collaborative sustainable approaches.

Department of Labor and Industrial Relations must submit a report to the legislature and governor at least 20 days before each regular legislative session detailing program activities, projects, expenditures, and relevant data.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013 to maintain current weed and seed operations in designated areas (Ala Moana, Chinatown, downtown Honolulu, Kalihi, Waipahu, and Ewa Beach) and expand into other state areas.
