• Direct the Public Utilities Commission to investigate the viability of an on-bill financing program allowing electric utility customers to finance renewable energy systems and energy efficient devices through their electricity bills.

• Program would enable customers to repay financing costs through energy savings generated by the installed systems or devices, assessed on regular utility bills.

• PUC investigation shall consider program costs and benefits, lifecycle cost savings, accessibility to rental and underserved markets, use of non-ratepayer funds, penalties for nonpayment, and utility cost recovery.

• PUC may implement an on-bill financing program by decision and order or administrative rules if determined to be viable, potentially addressing barriers faced by renters and customers lacking upfront capital for clean energy investments.

• Effective date: July 1, 2011.
