Combines electronic waste and television recycling programs under a single regulatory framework for covered electronic devices including computers, monitors, and televisions with screens 9 inches or larger.

Requires electronic device manufacturers to report annual sales by weight to the department and establishes manufacturer recycling obligations based on their calculated market share percentage rather than a flat requirement.

Mandates manufacturers provide collection services in each county with at least one staffed drop-off site, on-site pick-up, or collection events in areas with populations over 25,000, with no fees charged to consumers.

Establishes new manufacturer liability protections for data loss on recycled devices and requires compliance with Institute of Scrap Recycling Industries operating practices for all recycling operations.

Directs the Department of Health to adopt rules by December 31, 2011 authorizing safe recovery and recycling of cathode ray tubes in Hawaii.
