Establishes a duty for landowners to maintain their premises to preserve the property values of adjacent land owned by neighboring landowners.

Defines breaches of this duty to include: failing to keep visible areas clean and safe, not maintaining proper waste receptacles, allowing visible damage of $500 or more for over two weeks, allowing uninhabitable conditions that threaten neighbor safety, and remaining non-compliant with building and housing codes affecting health and safety for over two weeks.

Allows neighboring landowners located within 100 feet of non-compliant property to file complaints in district court for damages of at least $1,000, after providing the property owner 30 days written notice to remedy the breach.

Requires notice to be sent by certified mail to the property owner's last known address, or published in local newspapers if the owner cannot be determined.

Takes effect upon approval.
