Establishes separate timelines for island burial councils to determine treatment of previously identified native Hawaiian burial sites (45 days) versus inadvertently discovered burial sites (15 days), with possible extensions by agreement.

Requires preservation or mitigation plans to be approved within 90 days for previously identified sites and within 30 days for inadvertently discovered sites.

Increases timeframes for examining discovered remains from 2-3 working days to 3-4 working days on Oahu and other jurisdictions, and from 1-2 working days to 2-3 working days for single skeleton discoveries.

Adds requirement for burial councils to review mitigation plans for inadvertently discovered native Hawaiian burial sites and allows council members to oversee on-site examination and removal of remains.

Exempts public-works projects undertaken by state or county agencies from the bill's provisions.
