Authorizes the Department of Land and Natural Resources to subdivide and create a residential subdivision in Kahana Valley on specified tax map key parcels (1) 5-2-01:1, (1) 5-2-02, and (1) 5-2-05:1 and :21.

Exempts the residential subdivision from all statutes, ordinances, charter provisions, and rules governing zoning and construction standards for subdivisions, land development, and construction.

Requires the project to still meet minimum health and safety requirements despite exemptions from other regulatory standards.

Takes effect upon approval.
