Reduces the State Rehabilitation Council membership from twenty-one to fifteen members, appointed by the governor.

Maintains required representation including parent training centers, client assistance programs, vocational rehabilitation counselors, business/industry/labor representatives, disability advocacy groups, and state educational agencies.

Preserves requirement that council include at least one member from each county and that a majority of members have disabilities and are not employed by the vocational rehabilitation division.

Council members serve three-year terms with a maximum of two consecutive full terms and elect a chairperson from membership.

Takes effect upon approval.
