Requires the Department of Transportation to establish biosecurity inspection facilities at Honolulu International Airport, Kona International Airport at Keahole, and Hilo International Airport for inspecting and treating air cargo.

Directs the department to design, construct, and operate inspection facilities, treatment facilities, inspector facilities, and inspection bays while coordinating with other departments to ensure effectiveness.
