Requires the Department of Transportation to coordinate with the Department of Agriculture to facilitate inspection, consolidation, deconsolidation, and treatment of imported and exported agricultural commodities at airports.

Mandates the Department of Transportation to provide space at commercial harbors for biosecurity and inspection facilities to support safe and efficient movement of maritime cargo.

Directs the Department of Transportation and Department of Agriculture to jointly plan, design, and construct biosecurity, inspection, consolidation, deconsolidation, and treatment facilities at harbors in compliance with food safety and food security standards.

Addresses agricultural biosecurity concerns by establishing dedicated facilities to reduce pest introduction risk, prevent spoilage, and ensure compliance with quarantine regulations for exported goods.

Effective July 1, 2011.
