Appropriates funds to reimburse qualified livestock producers for animal feed costs, including beef cattle, dairy cows or goats, hogs, and poultry operations.

Expands eligibility for the livestock revitalization program to include goat dairy farmers with a minimum of 25 lactating milking goats, in addition to existing requirements for dairy cows (350+), poultry (3,000+ birds), hogs (50+ sows), and beef cattle (100+ head annually).

Limits reimbursement grants to a maximum of $250,000 per qualified producer per year and requires producers maintain minimum herd/flock sizes or forfeit the subsidy for that fiscal quarter.

Requires applicants to submit quarterly documentation of feed costs, quarterly financial statements, and annual financial statements certified by the applicant and preparer within 90 days of fiscal year end.

Establishes that appropriations do not lapse at fiscal year end but must be encumbered by June 30, 2014, and takes effect July 1, 2030.
