Authorizes issuance of $9,960,000 in general obligation bonds for fiscal year 2011-2012 to fund capital improvements to irrigation systems statewide, including Waiahole ($500,000), Waimanalo ($1,850,000), Molokai ($2,000,000), upcountry Maui ($1,500,000), lower Hamakua ditch ($3,200,000), Kau ($500,000), Kekaha ditch ($300,000), and Kahuku agricultural park ($110,000).

Authorizes issuance of $9,900,000 in general obligation bonds for fiscal year 2012-2013 for irrigation system improvements including Waiahole ($2,500,000), Waimanalo ($1,000,000), upcountry Maui ($1,500,000), lower Hamakua ditch ($1,500,000), Kau ($2,000,000), and Kekaha ditch ($1,400,000).

Designates upcountry Maui watershed and lower Hamakua ditch projects as eligible for federal aid financing and reimbursement in both fiscal years.

Appropriations do not lapse at fiscal year end but any unencumbered funds lapse on June 30, 2015.

Takes effect July 1, 2011.
