HI HB1575

Adds a new matching payment system providing 400% of qualified small dollar contributions to participating candidates, capped at 200% of the base public funding amount.

Defines "qualified small dollar contributions" as contributions up to $20 received between 60 days before the primary election and one day before the general election.

Extends the qualifying period from January 1 to November 15 of the year prior to the general election year.

Raises the total comprehensive public funding cap from $300,000 to $560,000 for all candidates in any given election year.

Repeals the requirement for a minimum of $3,500,000 in the Hawaii election campaign fund and eliminates the "equalizing funds" provision.
