Establishes a permanent commission within the Department of Business, Economic Development, and Tourism to explore opportunities for developing and fostering international relationships and showcasing Hawaii's unique culture during major international events.

Commission consists of nine members appointed as follows: one by the governor, two by the senate president, two by the speaker of the house, and one each by the mayors of Hawaii, Honolulu, Kauai, and Maui counties.

Commission shall develop, plan, and coordinate opportunities for the State, counties, business community, and other groups to foster international relationships, particularly during large international events beginning with the Asia-Pacific Economic Cooperation summit in Honolulu in November 2011.

Commission shall explore opportunities to showcase Hawaii's arts, historic properties, and culturally significant items and places to the international community, and shall consult with relevant agencies including the Hawaii Tourism Authority.

Members receive no compensation but are reimbursed for necessary expenses including travel, and the commission must submit activity reports and recommendations to the legislature prior to each regular legislative session.
