Increases the charter school administrative office's allowable operational expense withholding from 2% to 5% of annual charter school general fund allocation, with required annual legislative reporting on expenses.

Expands charter school review panel powers to include special monitoring, temporary fund withholding for non-compliance, and probation as enforcement actions against underperforming schools.

Establishes appeals process allowing charter schools denied reauthorization or whose charters are revoked to appeal to the state board for final decision within 60 days.

Requires local school boards to meet at least quarterly, develop policies and conflict of interest procedures, and strengthens their oversight responsibilities for financial and academic viability.

Authorizes the charter school review panel to require mandatory board training and reconstitution of local school boards that fail to fulfill oversight responsibilities.
