HB 160 Summary

• Appropriates funds from general revenues for fiscal years 2011-2012 and 2012-2013 to provide additional funding for the kupuna care program, which delivers home- and community-based services to elderly Hawaiians including adult day care, attendant care, case management, meals, and transportation.

• Appropriates multiple sums from the emergency and budget reserve fund for fiscal year 2011-2012 to maintain funding levels for essential health, welfare, and education programs including mental health services, developmental disabilities waivers, substance abuse treatment, child care subsidies, and domestic violence shelters.

• Establishes that appropriations from the emergency and budget reserve fund are justified by economic crisis conditions and are consistent with fund purposes of maintaining essential public health, safety, welfare, and education programs.

• Requires the Hawaii public housing authority to report to the legislature on a housing first pilot program for chronically homeless individuals and requires the department of human services to report on adult dental care services provided at federally qualified health centers.

• Specifies that appropriations shall not lapse at end of fiscal year except for unencumbered moneys as of June 30, 2013, and requires reimbursement of any general fund shortfall from the emergency and budget reserve fund by July 1, 2012.
