Requires insurers offering flood insurance in Hawaii to make coverage available to properties outside designated flood zones on the same terms and conditions as properties inside flood zones.

Eligibility for outside-zone coverage requires the property to have experienced at least one documented flood that resulted in damages and was caused by a natural event.

Requires that damage to the property be exacerbated by geographic, topographical, or infrastructure features that were not installed, maintained, or controlled by the property owner.

Preserves the right of individuals and insurers to recover damages from liable parties, including government entities responsible for installation, ownership, maintenance, or control of features that exacerbated the flood damage.

Takes effect on July 1, 2011.
