Requires voter registration applications (both in-person and by mail) to include a space for requesting a permanent absentee ballot.

Removes the 60-day minimum waiting period for requesting absentee ballots, allowing requests to be made at any time but no later than 4:30 p.m. on the seventh day before an election.

Expands the chief election officer's duty to inform voters about permanent absentee status to include persons applying to register to vote, in addition to those requesting absentee ballots.

Permits the office of elections to continue using existing voter registration forms until new forms are developed and printed to comply with the bill.

Takes effect on July 1, 2011.
