Establishes "exceptional use" designation for agricultural activities begun by December 31, 2009, on leased public lands of 10 acres or fewer involving innovative propagation techniques, historical garden protection, agricultural education, or experimental horticultural applications.

Requires leases for exceptional uses to include right of first refusal on subsequent lease renewals and reasonable rent that considers the nature of the use and special circumstances, excluding rent based on gross receipts.

Mandates priority processing of permit applications and renewals for exceptional uses at no additional cost, requiring that the majority of applicant's lands be designated as important agricultural lands.

Applies exceptional use provisions across multiple state agencies through amendments to Chapters 166, 166E, 171, 183C, and 205 of Hawaii Revised Statutes.

Effective July 1, 2011.
