Requires the attorney general, in cooperation with the director of transportation and county agencies, to allow county employees to issue certificates of identification at the same locations where driver's licenses are issued.

Amends Hawaii Revised Statutes Section 846-21 to clarify the attorney general's authority to delegate powers and duties necessary for efficient administration of identification requirements.

Directs the attorney general, in consultation with the director of transportation and counties, to explore options and procedures for counties to issue certificates of identification.

Requires a report to the legislature no later than twenty days before the 2012 regular session with findings, recommendations, and any proposed legislation.

Takes effect upon approval, except the requirement for county issuance of certificates becomes effective January 1, 2013.
