Prohibits any person from conducting shark feeding activities in Hawaii state marine waters, with exceptions for traditional Hawaiian cultural or religious practices that are non-commercial.

Allows incidental shark feeding that results from taking marine life (such as captured or dead fish being eaten by sharks) if the primary purpose is not to feed sharks.

Authorizes the Department of Land and Natural Resources to issue permits for otherwise prohibited shark feeding activities.

Establishes penalties for violations including seizure and forfeiture of commercial marine licenses, vessels, or shark feeding equipment, plus administrative fines of at least $25,000 per violation with possible additional fees and attorney's costs.

Takes effect upon approval, with no retroactive effect on rights, penalties, or proceedings that occurred before the law's enactment.
