Establishes an Office of Entrepreneurship and Job Creation within the Office of the Governor to assist small businesses with permit applications and job creation initiatives.

Creates the position of "small business czar" appointed by the governor without regard to civil service requirements, serving without compensation and authorized to hire supporting staff.

Directs the office to provide comprehensive information on business permits, public procurement processes, and facilitate connections between applicants and state agencies.

Requires the office to maintain a file of current bids and proposals for public contracts, establish networks with business organizations, and publish annual reports on the state of small business.

Takes effect July 1, 2011.
