Directs the director of public safety to contract with correctional design professionals within 90 days to develop preliminary plans for a 1,000-1,200 bed correctional treatment facility emphasizing substance abuse and mental health treatment.

Requires the director to submit a report by February 1, 2012 including preliminary design, projected costs, draft requests for proposals for private development/operation, site options (including undeveloped Halawa correctional facility property), and financing proposals.

Authorizes the facility to be state-operated or privately operated by entities with prior experience in American Correctional Association-accredited facilities and Joint Commission on the Accreditation of Healthcare Organizations-accredited healthcare operations.

Directs the director of public safety with assistance from the department of business, economic development, and tourism to prepare a feasibility study for future use or disposition of the existing Oahu community correctional center site, including public review and comment.

Appropriates general revenue funds for fiscal year 2011-2012 to the department of public safety for planning and design of the correctional treatment facility, effective July 1, 2011.
