Adds definitions of "firefighter" and "water safety officer" to Hawaii Revised Statutes Section 707-700, with water safety officer defined as any public servant employed by the United States, State, or county as a lifeguard or person authorized to conduct water rescue or ocean safety functions.

Expands assault in the first degree offense under Section 707-712.5 to include assaults against firefighters and water safety officers in addition to law enforcement officers when engaged in performance of duty.

Maintains first degree assault as a class C felony with minimum sentencing of either an indeterminate five-year prison term or five years probation with at least thirty days imprisonment without suspension.

Expands assault in the second degree offense under Section 707-712.6 to include assaults against firefighters and water safety officers, with conviction resulting in misdemeanor charges and a definite prison term of not less than thirty days without possibility of probation or suspension.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
