Requires one of five public employer seats on the Employer-Union Health Benefits Trust Fund board of trustees to be appointed by unanimous agreement of the mayors of all four counties and approved by the Hawaii State Association of Counties.

Allows the governor to fill the county-appointed seat if the counties fail to make an appointment within 60 days.

Provides county representation on the board to ensure county fiscal interests and workplace knowledge are considered in health benefit decisions affecting county employees and retirees.

Effective July 1, 2030.
