HI HB18

Establishes age restrictions for all-terrain vehicle operation, prohibiting anyone under 6 years old from operating an ATV and requiring direct supervision of operators under 16 years old by someone at least 18 years old.

Sets minimum age requirements based on engine capacity for ATVs without manufacturer certification labels: 6 years old for less than 70 cubic centimeters, 12 years old for 70-90 cubic centimeters, and 16 years old for greater than 90 cubic centimeters.

Requires all ATV operators to wear eye protection and approved safety helmets, display headlights and taillights during low-light conditions, and maintain vehicles with functioning brakes, mufflers, and spark arresters.

Prohibits ATV operation on public streets, roads, or highways except as designated trail systems or for perpendicular crossings with specific safety conditions, and bans operation while impaired by alcohol or drugs.

Establishes penalties of up to $50 fines for violations, with parents or legal guardians of minor violators held liable for fines, and restricts sellers from knowingly selling ATVs to minors in violation of age recommendations.
