Establishes a Commission on the Year 2050 within the Department of Business, Economic Development, and Tourism composed of nine members appointed by the governor.

Commission shall study the effects of scientific, technological, and social changes on Hawaii's economic, political, cultural, social, and environmental systems.

Commission duties include assessing Hawaii's future, recommending legislative and administrative actions to achieve state goals, and coordinating plans and programs of public and private entities concerned with Hawaii's future.

Commission shall submit annual reports with recommendations to the governor and legislature prior to January 1 each year, with the second report addressing the state's continuing responsibility in preparing for Hawaii's future.

Appropriates funds from general revenues for fiscal years 2011-2012 and 2012-2013 to carry out the commission's purposes, effective July 1, 2011.
