Establishes a new Office of Legislative Exchange to develop and implement a one-month internship program with Hawaii's legislature for lawmakers from Pacific Island nations, newly emerging democracies in Eastern Europe, and other parts of the world.

Places the office under the supervision of the joint legislative management committee, with a director jointly appointed by the Senate President and House Speaker for six-year terms and removable only by two-thirds legislature vote for cause.

Requires the office to work with foreign governments on internship interest and funding, establish application procedures, create program guidelines and standards, identify appropriate legislative offices for placements, and seek grant funding.

Mandates the office submit the legislative exchange program plan to the committee for approval and prepare annual reports to the legislature at least twenty days before each regular session.

Takes effect upon approval.
