Creates an ocean board within the department of land and natural resources consisting of nine voting members appointed by the governor, with representation from the office of Hawaiian affairs, legislature, counties, and governor-appointed members.

Directs the board to develop and implement an ocean zoning master plan for Maunalua Bay on Oahu's south side as a pilot project to manage development, protect ocean waters, and address user conflicts.

Requires the plan to integrate recommendations from the 2006 Hawai'i ocean resources management plan, identify marine protected areas, establish management measures, and incorporate traditional Hawaiian ahupua'a system concepts.

Mandates public outreach, education, and participation including notice, public comment, and meetings on the proposed ocean zoning master plan.

Requires submission of the Maunalua Bay master plan to the legislature no later than twenty days prior to the 2012 regular legislative session.
