Amends Chapter 46 of Hawaii Revised Statutes to require counties with populations exceeding 500,000 to place signs identifying all public beach access points dedicated by right-of-way or easement from public highways or streets to the shoreline.

Mandates public beach access identification signs be colored blue and white.

Requires counties to place yellow and black signs at all public beach accesses to clearly inform emergency personnel of available access points for emergency response purposes.

Establishes that county-approved signs under these requirements are conclusively presumed to be legally adequate notification of public beach access and right-of-way.

Takes effect July 1, 2011.
