Prohibits manufacture, sale, or distribution of toys and child care articles containing bisphenol-A (for children under 3) or specific phthalates (di-2-ethyl hexyl phthalate, dibutyl phthalate, butyl benzyl phthalate) in concentrations exceeding 0.1 percent, effective January 1, 2012.

Prohibits toys and child care articles intended for children under 3 that can be placed in a child's mouth from containing diisononyl phthalate, diisodecyl phthalate, or di-n-octyl phthalate in concentrations exceeding 0.1 percent.

Requires manufacturers replacing these chemicals to use the least toxic alternative available.

Prohibits manufacturers from using replacement substances that are EPA-rated carcinogens (categories A, B, or C) or identified as known/likely human carcinogens or reproductive toxicants causing birth defects or developmental harm.
