Adds a new section to Chapter 205, Hawaii Revised Statutes, requiring a surcharge on all land reclassifications approved by the State Land Use Commission or county land use decision-making authorities.

Surcharge applies only when reclassification results in an increase in the assessed value of the land and equals the amount of that assessed value increase.

Full payment of the surcharge to the State General Fund is required before land reclassification approval becomes effective.

Applies to all land reclassifications authorized under Chapter 205, Hawaii Revised Statutes, regardless of the approving authority.

Effective upon approval.
