Amends Hawaii Revised Statutes Section 711-1101 to add impeding or obstructing bus stop use as a form of disorderly conduct.

Creates new subsection (1)(f) making it disorderly conduct to lay across benches or multiple seats at a bus stop, or to sleep on the ground within or abutting any bus stop shelter or structure.

Establishes that committing either act described in subsection (1)(f) for more than a specified number of minutes constitutes prima facie evidence of recklessly creating risk of physical inconvenience to the public.

Maintains existing disorderly conduct penalties: petty misdemeanor if intent to cause substantial harm or serious inconvenience, or after reasonable warning to desist; otherwise a violation.

Effective January 1, 2012.
