Creates a new misdemeanor offense for "promoting a property nuisance" covering property owners, lessees, occupants, or those in possession of property that maintains conditions including visual blight, abandoned vehicles, accumulated materials, junk yards, stagnant water, blighted buildings, dumping grounds, or illegal activities detrimental to public health and safety.

Specifies that wood and building materials for active repair or renovation projects with valid building permits may be stored for the duration of the project but must be immediately removed upon permit expiration or cancellation.

Expands Hawaii Revised Statutes Section 712-1270 to include property nuisance violations (the new part being added) alongside existing offenses against public health and morals, making such properties subject to injunction, abatement, and prevention actions.

Applies prospectively without affecting rights, duties, penalties, or proceedings that were established before the Act's effective date.

Takes effect upon approval.
