Upgrades promoting prostitution in the first degree from a class B felony to a class A felony, and in the second degree from a class C felony to a class B felony.

Eliminates the separate offense of promoting prostitution in the third degree and consolidates its elements into the second degree offense.

Expands prostitution offenses to include patrons who pay or offer to pay for sexual conduct, not just providers of sexual services.

Makes habitual solicitation of prostitution (repeat patronizing of prostitutes) a class C felony for those with two or more prior convictions within ten years.

Adds promoting prostitution to the list of offenses the attorney general must prioritize when determining witness security and protection funding.
