Expands prostitution offense under HRS §712-1200(1) to include both offering sexual conduct for a fee and paying or offering to pay for sexual conduct.

Amends street solicitation of prostitution statute (HRS §712-1207) to prohibit both soliciting sexual conduct for a fee and paying or offering to pay for sexual conduct in Waikiki and other designated areas on public property.

Changes habitual solicitation of prostitution from a misdemeanor to a class C felony for persons with two or more prior convictions within ten years for prostitution-related offenses.

Removes the sunset date from Act 192 (Session Laws of Hawaii 2008), making the habitual solicitation of prostitution offense permanent law.

Effective date: January 7, 2059.
