Defines "pet retailer" as any person, partnership, entity, or corporation that sells pet animals through a store operation.

Establishes a fine of $1,000 per violation for pet retailers who violate this prohibition.

Aims to address feral cat and stray dog population growth by limiting retail sale of unsterilized animals, thereby reducing uncontrolled breeding and associated animal suffering.
