Appropriates unspecified sums from general revenues for fiscal year 2011-2012 to the Department of the Prosecuting Attorney of the City and County of Honolulu for four purposes: career criminal prosecution unit, drug court prosecution, Hawaii's opportunity probation with enforcement prosecution, and victim witness assistance program.

Permits hiring of necessary staff for each of the four programs funded by this appropriation.

Directs the Honolulu Prosecuting Attorney's Department to expend all appropriated funds solely for the purposes specified in the bill.

Takes effect July 1, 2030.
