Adds the state ethics commission to the list of state entities authorized to employ or retain attorneys independent of the attorney general.

Modifies Hawaii Revised Statutes Section 28-8.3(a) by adding a new subsection (24) permitting attorney employment by the state ethics commission.

Amends Section 28-8.3(c) to exclude attorneys employed by the state ethics commission from the requirement to be deputy attorneys general.

Takes effect upon approval.
